I see there are two totally different lists on my phone: local splats, in main screen, and uploaded splats, well hidden behind account button (?!?). And they are not connected: if I delete a splat from first list after uploading, it is not deleted from the server, which is already a strange behaviour, but even stranger is that the splats in local list are not marked as uploaded: the only way to know if a splat is online is to open it, attempt uploading to map, and see if the appearing link says “post to map” or “go to map post”.
This is very confusing.

To address some of your questions:
The main library page lists all scans you’ve taken, while the account button lists the scans separated between those that are unlisted (private and on your device only) and public (those that have been shared to the map)
When deleting your scan, did you see an option to delete a shared scan? When a scan is uploaded publicly, we keep a copy on our servers, which is referred to as a shared scan. Even if a scan is deleted locally, it still exists on the map. This is so that if developers want to keep their locations on the map but don’t want to keep the scan on their phone, they can go ahead and delete them or, in cases where users lose their data or accidentally delete scans
Sort of related, I find it a little confusing when I go to the Scaniverse map in VR using my Quest3 and see my Unlisted splats appearing when I am in Discover mode. I wish Discover mode showed me what everyone else is seeing by including my public splats but not displaying my unlisted splats, and then when I am in My Splats mode I would see only my splats including listed and unlisted. Right now, in VR there appears to be no way to differentiate between Listed and Unlisted splats.
